    Service scope

What do we assess in this service?

    Who this service is for

This service is for applicants who want to verify whether they meet the current citizenship requirements before filing, or who need help organising evidence for an existing application.

    Residence-period rules changed on 1 October 2024

The residence-period requirement depends on when the citizenship application was submitted and on the applicant's circumstances. For applications submitted on or after 1 October 2024, the general required period is eight years of residence in Finland. A shorter route can apply when the statutory language-skills condition and other requirements are met.

Do not present one residence period as universal. The correct calculation can also depend on permit type, absences, age, Nordic citizenship, spouse status and other statutory exceptions. The application date and Migri's current period-of-residence calculator should be checked before filing.

Sufficient financial resources for applications filed on or after 17 December 2025

For citizenship applications submitted on or after 17 December 2025, Migri applies the amended sufficient-financial-resources requirement. In general, the requirement is not met if the applicant has received unemployment benefit or social assistance for more than three months in total during the previous two years.

The assessment is not only a salary test. Migri requires the applicant to state income sources for the previous two years, and the income must be legal and sufficient for living. Social assistance received by a spouse can also affect the assessment because social assistance is treated as a household benefit. Statutory exceptions and case-specific circumstances must be checked against the current Migri instructions.

    Other requirements still matter

    • Identity must be reliably established
    • The applicable language-skills requirement must be met unless an exception applies
    • Criminal offences, restraining orders and unpaid payment obligations can affect the assessment
    • The applicant must provide the information and evidence requested by Migri

    What ENB does

    • Checks which version of the citizenship rules applies to the filing date
    • Builds a residence-period timeline and flags absences or permit issues
    • Reviews language evidence and other core eligibility documents
    • Reviews the two-year means-of-support history for applications under the new rules
    • Prepares a clear document and explanation structure for the application

What this service does not include

    • No promise that citizenship will be granted
    • No way to bypass statutory residence, language, integrity or means-of-support requirements
    • No replacement for Migri's authority to assess exceptions

Citizenship test: future rule, not a 2026 requirement

As of 26 August 2026, the new civic-knowledge requirement and citizenship test are not yet applied to citizenship applications. The legislative amendments enter into force on 1 January 2027, but the new requirement applies to applications submitted on or after 1 March 2027. Applications submitted by 28 February 2027 are processed under the current rules.

    FAQ

    Frequently asked questions

Is the general residence period still five years?

No. For applications filed on or after 1 October 2024, the general residence-period requirement is eight years. A shorter statutory route may apply when the relevant language-skills and other conditions are met.

Does unemployment benefit affect a citizenship application?

For applications filed on or after 17 December 2025, receiving unemployment benefit or social assistance for more than three months in total during the previous two years generally means the sufficient-financial-resources requirement is not met, subject to statutory exceptions.

Does a current job automatically fix the means-of-support requirement?

Not necessarily. Migri examines the previous two years under the new rule, not only the applicant's situation on the filing date.
