What do we assess in this service?
First priority: read the appeal instructions
The binding appeal period and the competent Administrative Court are stated in the appeal instructions attached to the decision. The service date matters. Do not rely on a generic deadline if the individual decision says otherwise.
The law changed on 12 June 2026
For deportation decisions affected by the amendments that entered into force on 12 June 2026, an appeal no longer automatically prevents enforcement. Migri states that a deportation decision may become enforceable after the appeal period has expired, generally 30 days after service, unless a court orders otherwise or another legal impediment applies. Older decisions and other removal categories can follow different rules.
Appeal and a new application are not the same
An appeal asks the Administrative Court to review the existing decision. A new application asks Migri to assess a new application and changed facts. Since the Aliens Act amendments of 6 May 2025, a person who has already received a negative residence-permit decision and removal decision cannot generally make their stay legal simply by filing another residence-permit application in Finland.
What we review immediately
- Decision date and service date
- Exact appeal deadline
- Whether the decision includes deportation, denial of admittance/stay or an entry ban
- Whether enforcement can proceed during appeal
- Migri's refusal grounds
- Evidence already submitted
- Missing, misunderstood or new evidence
- Whether appeal, a new application abroad or another route should be considered
Urgent enforcement questions
Some asylum and removal situations have much shorter enforcement rules and may require a separate application to the Administrative Court for permission to remain in Finland during the appeal. These cases must be assessed from the individual decision and current law; they should never be handled from a generic website deadline alone.

Frequently asked questions
Does appealing a deportation decision always stop removal in 2026?
No. Amendments effective from 12 June 2026 mean that an appeal does not automatically suspend enforcement for affected deportation decisions. The individual decision and possible court order must be checked immediately.
Can I simply file a new residence-permit application in Finland after a refusal?
Not generally if you have already received a negative residence-permit decision together with a removal decision. Since the 6 May 2025 amendments, a new application does not automatically make the stay legal in that situation.
Is the appeal deadline always 30 days?
Do not assume so. The binding period is stated in the appeal instructions attached to the individual decision. Some urgent removal or asylum situations have different and much shorter procedural deadlines.
